The Slum Rehabilitation Authority (SRA) was established in 1995 by the Maharashtra State Government. The purpose of this initiative was to provide good quality homes to urban poors who reside in slums. Over the years, SRA has played an important role in urban development by transforming high-density slums into well-planned, high-rise towers.

What are SRA Flats?

An SRA flat is a residential flat under the Slum Rehabilitation scheme. There are two types of SRA flats – flats that are allotted to the slum dwellers in exchange for surrendering their slum homes and other flats that are open for sale by developers. These flats can be bought by people who fulfil the eligibility criteria to buy SRA flats. 

The primary goal of SRA flats is to improve the living conditions of slum dwellers by providing them with safe and secure housing. SRA flats enhance and improve the quality of life for poor people and help them live a life of dignity. These projects’ flats are a crucial component of urban redevelopment efforts as they reduce the presence of slums in the city.

Eligibility Criteria for Buying an SRA Flat in Mumbai

– The buyer must possess a domicile certificate

– The buyer or their family members should not have any property or land within the Brihamumbai Municipal Corporation Limits (BMC) 

– The buyer must belong to one of the following groups – economically weaker section (EWS), middle income group (MIG), lower income group (LIG). 

– The beneficiary should not buy another SRA flat. 

– Any institutions or companies cannot buy or sell SRA flats, these are meant only for individuals. 

How to Buy an SRA Flat in Mumbai?

You can buy an SRA flat in Mumbai from the developer or the previous owner. Here are the key steps for buying an SRA flat in Mumbai:

– If you’re buying from a developer, there is a lock-in period of 5 years where you can’t sell or rent a flat

– If you’re buying from a seller, ensure that they have fulfilled the lock-in period

– You need to own a domicile certificate and you or your family should not own any house in Mumbai

– Obtain the application form for an SRA flat from the SRA office or download it from their official website.

– Fill out the application form with all required details and submit it along with the necessary documents to the SRA office.

– Once the documents are verified and you get an NOC from SRA department, you can register your flat

– Register the sale deed at sub-registrar office along with proper documentation

– Submit a copy of the stamped sale deed to SRA and pay the transfer fees

– Submit all the documents along with NOCs to the concerned housing society

– The society will stamp the share certificate and you can officially be the owner of an SRA flat.

How to Find SRA Projects in Mumbai?

– Visit the official SRA website.

– Under the “Citizen Service Tab”, click on the option – “Scheme information”.

– You will be redirected to another webpage. 

– On that webpage, you can see all the existing SRA projects in mumbai region.

– You can filter the projects based on the ward, address, CTS number, scheme name and developer name. 

– Once you find the project, you can click on action button to access all the documents and approvals pertaining to the project.

SRA Rules

Rules for Developers

– Real estate developers need consent of atleast 50% of slum dwellers to begin the redevelopment of slum and rehabilitation of slum dwellers. 

– During the redevelopment phase, the developer has to provide temporary accommodation to slum dwellers. 

– The redeveloped SRA flat should be of 300 sq ft. 

– Developers can also sell extra flats to recover construction costs and gain profits

Rules for Beneficiaries or Tenants

– When the beneficiaries are allotted an SRA flat, they cannot sell it or rent it for the next 5 years. This period was 10 years earlier, however it was reduced to 5 years in 2020. 

– If the beneficiary sells the SRA flat after 5 years, the state Government is entitled to get a share of the sale value. This is referred to as the ‘transaction fee’. 

– The transfer fee is equal to the stamp duty of the property or INR 50,000 whichever is higher. Earlier, the transfer fee was INR 1 lakh, it was slashed to INR 50,000 in November 2023.

What should be the minimum area of an SRA flat?

Until 2018, the minimum area of an SRA flat was 269 sq ft, however, later it was increased to 330 sq ft.

Is the SRA scheme applicable across Maharashtra?

No. This scheme is only applicable in the areas falling under the Municipal Corporation of Greater Mumbai and Thane Municipal Corporation.

What are the amenities present in an SRA flat?

Here are some of the minimum amenities that an SRA flat must have:

– Each flat must have a separate water, electricity and gas connection

– All fittings should have an ISI certification mark 

– Each flat should have a marble or granite kitchen platform with a stainless steel sink.
